Keynesianism i Storbritannien, USA och Sverige på 1930-talet

Varför valde olika länder i olika utsträckning keynesiansk politik i respons på 1930-talets ekonomiska kris? En av de klassiska studierna i ämnet är statsvetarna Margaret Weir och Theda Skocpols kapitel ”State Structures and the Possibilities for ’Keynesian’ Responses to the Great Depression in Sweden, Britain and the United States” i den legendariska boken Bringing the State Back In från 1984.

Som titeln antyder så jämför Weir och Skocpol -- vars studie bygger på sekundärkällor -- tre länder: Sverige, USA och Storbritannien. De klassificerar utfallen som ska förklaras så här: Sverige väljer “social Keynesianism”, USA väljer “commercial Keynesianism” (som bygger på skattesänkningar och konsumtionsstimulans), och Storbritannien, Keynes hemland, för ironiskt nog ingen keynesiansk politik alls förrän WW2. Om Sverige säger de bl a att ”There was something very speccial about the ability and willingness of the Swedish Social Democratic leadership to formulate a reformist public spending strategy in the early 1930s.” (p. 113)

I deras teoridel går de igenom tre tidigare förklaringar: maktresursteorin som de kallar "working class strength"-förklaringen, en "coalitional approach", och en teori som betonar idéers betydelse. De avfärdar working class strength-förklaringen: med den skulle UK, som hade starka fackföreningar och ett välorganiserat arbetarparti, inte Sverige ha den mest avancerade keynesianismen. Kollar också på ”coalitional approach” (Gourevitch, Thomas Ferguson); Gourevitch betonar t ex internationalism i UK:s näringsliv och finanssektorns ledarskap. W och S är positiva men menar att förändringar i ”civil service” i sig är viktigast. Teori tre är idéer/Keynes GT. Och så deras modell som betonar statsstrukturer:

Weir och Skocpol menar att skillnaden mellan arbetarpartierna i Storbritannien och Sverige är att det i UK ägnade 20-talet åt att strida om a-kassans ersättningsnivå medan det i Sverige utvecklade public works till kollektivavtalsenliga löner. Det senare visade sig en bättre väg över till protokeynesianism. 
"the proposals that would in due course become central to the Social Democratic strategy for coping with the depression emerged before the major crisis itself through critical dialogue with the Swedish state's existing means for addressing the needs of the unemployed. The parallels to, and differences from, the Swedish case are striking. In the British case, the Labour party focused throughout the 1920s on struggles over unemployment benefits, whereas in the Swedish case, frustrated Social Democracts focused on a national body administering public works for the unemployed. Both parties simply reacted to the existing means their national state had for coping with unemployment and its effects.
Yet labor party struggles over public works offered a better bridge to proto-Keynesian macroeconomic strategies than did prior struggles over the terms on which individuals would receive unemployment benefits. This was not only because it was easier for public works to be conceptualized and justified in collective action terms. Equally important, it was also easier, in Sweden, as in many other countries, for politically active people to arrive at rationales for financing 'useful' public works through government deficits during a national economic crisis." (125)
De går vidare med jämförelsen mellan Storbritannien och Sverige, de två länderna med starka arbetarpartier men olika ekonomisk-politiska utfall. Och de gör ett analytiskt ställningstagande:
"In order to assess why and how new, proto-Keynesian economic ideas became, or failed to become, credible with governmental and political leaders in a position to act with them, we must ask not about the presence of individual persons or ideas in the abstract, but whether key state agencies were open or closed to the development or use of innovative perspectives. In effect, we must investigate how the normal mechanisms used by states to incorporate educated expertise served to facilitate or hamper innovations in economic policy." (s 126)
De redogör för hur arbetsmarknads- och ekonomisk politik var organiserad i Storbritannien, och går över till Sverige via en bok från 1936 av en forskare vid LSE som studerade just nationalekonomers inflytande i Sverige, Brinley Thomas Monetary Policy and Crisis: A Swedish Experience. (s 129) Thomas hävdade att den svenska staten harde en särskild kapacitet att samordna penning- och ekonomisk politik eftersom Riksbanken var offentligt ägd och ansvarig till bankkommittén i riksdaagen. Vidare så betonade Thomas att:
"In Sweden great respect is paid to the professional economist. He commands an honoured place in the scheme of thinkgs in marked contrast to the scepticism or the polite indifference with which he is regarded in this country [i.e., Britain] or the United States .... The curious thing is that though [Swedish economists] ... often take part in the hurly-burly of politics, the authority attaching to their pronouncements is not thereby weakened." (s 129)
Weir och Skocpol:
"Indeed, much of the answer to why the Swedish Social Democrats launched a deficit-financed recovery strategy in 1932-34 lies in the history of the Swedish state from preindustrial times and its long-established mechanisms for brining experts, bureaucrats, and political representatives together for sustained planning of public policies." (s 129)
De går här tillbaka till 1600-talet och betonar att Sverige från dess till det tidiga 1900-talet var en byråkratiskt dominerad monarki; de lyfter fram Gustav II Adolf och hans kansler Axel Oxenstierna och att från deras tid framåt så "policy formation was strongly influenced by the dominance of central administrative boards." (s 129) De lyfter också fram stora statliga utredningar med partsrepresentation som en gammal svensk tradition. De hävdar att också efter demokratins genombrott med en liberal-socialdemokratisk koalition runt 1920 så blev inte public policy making reducerat till "parliamentary bargaining", utan istället utvecklades en "modernized version of Sweden's deeply rooted system of deliberative, consultative, and state-centered policy making." (s 130) (Deras referenser här är  Hans Meijer, "Bureaucracy and policy formulation in Sweden", Scandinavian Political Studies 1969, och Thomas J. Anton, "Policy-making and political culture in Sweden", SPS 1969.) De menar att arbetslöshetsutredningen med Wigforss, Bagge m fl var ett exempel på detta, och möjliggjorde för Wigforss att utveckla politiken fundamentalt. De konstaterar att bonde-socialdemokrat-alliansen i "kohandeln" var nödvändig för att få igenom politiken, men att statsstrukturen möjliggjode också denna allians. Vidare så medger de att de flesta ekonomer numera mer betonar devalveringen än underskottsfinansierad stimulanspolitik för den svenska återhämningen från krisen (jfr Klovland 1998), men säger att efterfråganstimulansen ändå också spelade någon roll. (s 132) I jämförelse med USA så hävdar de att den svenska staten hade bättre samarbete med kommunerna än vad den amerikanska staten hade med sina läge nivåer, vilket underlättade en omläggning av arbetslöshetspolitiken, och att utredningsväsendet förenklade vidare policyutveckling i Sverige på ett sätt som inte gällde i USA (s 142). Vad gäller alliansen mellan Bondeförbundet och SAP så menar de att nationalekonomernas argument om plussummelösningar underlättade det samarbetet (s 143).

I slutsatserna säger Weir och Skocpol:
"The Swedish 'new' econmists achieved the earlies and fullest 'Keynesian' policy successes and subsequently reaped rich rewards through their academic and public pcareers and international intellecturla reputations. Yet the Swedish economists acchieved their policy impact without first forging a strikingly new grand theory, as Keynes did in Britain, and without clothing their economic prescriptions in politically partisan and conflictual prescriptions, as the stagnationists did in the United States. Our analysis has suggested that early and sustained access to administratively strategic centers of public policy made it possible for the Swedish economists to produce effective intellectual justifications for state-sponsored reforms in this relatively atheoretical and nonconflictual mode." (s 149)
De avslutar sitt paper med det något provokativa -- mot de som hävdar idéernas kausala betydelse i politiken -- argumentet att "keynesianismen" i någon mån var en efterhandskonstruktion, en etikett som inte betyder att Keynes i sig hade någon större effekt på ekonomisk politik. (s 149)
