"Now I want to speak about the unspeakable: I am almost tempted to suggest that women and young people leave the room. The subject is one that, if it is mentioned at all in polite company, is grouped with witchcraft, drunkenness, and the abuse of children, things that we know are there but that are best denied. It is possible that one source of continued high unemployment in Europe is that the domestic demand for goods and services, and therefore for labor, has been forced to unnecessarily and unhealthily low levels."
Robert M. Solow, “Unemployment in the United States and in Europe: A Contrast
and the Reasons,” CESifo working paper, no. 231, 2000

---

Walter Korpi fortsätter "into the unspeakable":
”As naturally as we talk about the weather, we can discuss moral hazards among the unemployed, self-seeking politicians, and public bureaucrats as well as rent-seeking unions and insiders, but to introduce a political class-related element in the analysis of unemployment is likely to be seen as a
faux pas. For good reasons, when doing so, Robert Solow introduced his talk in the following way:
Now I want to speak about the unspeakable: I am almost tempted to suggest that women and young people leave the room. The subject is one that, if it is mentioned at all in polite company, is grouped with witchcraft, drunkenness, and the abuse of children, things that we know are there but that are best denied. It is possible that one source of continued high unemployment in Europe is that the domestic demand for goods and services, and therefore for labor, has been forced to unnecessarily and unhealthily lowle vels.
Solow called into question the widely accepted view that labor market rigidities and distortions can explain the return of mass unemployment in Europe and pointed to important Keynesian elements for this return. By arguing that we have to consider politics and distributive conflicts among major interest groups, among them employers and employees, as factors significant for long-term variations in
unemployment and for differences among countries, this article takes a further step into the unspeakable.”

“In what probably is the major official policy analysis of the 1990s, the OECD Jobs Study came to the conclusion that in a number of member countries, improvements of unemployment entitlements have generated major increases in unemployment levels, however, with time lags varying from six to seventeen years. Thus, for example, this report concludes, ‘Entitlements rose in Sweden in 1974 and in Switzerland in 1977 with major rises in unemployment in 1991 in both cases.’ In one of the very rare critical comments by economists on this piece of writing, Manning describes such causal interpretations as ‘absurd. In fact, one could write a very similar paragraph relating performance in the Eurovision Song Contest to unemployment. Sweden won in 1991 (as well as in 1974) and Switzerland in 1988, so this alternative hypothesis would seem better able to explain the rise in unemployment in 1991 in both cases.”
Alan Manning, “Comment on B. Holmlund, ‘Unemployment Insurance in Theory
and Practice,’” Scandinavian Journal of Economics 100, no. 1 (1998): 143-45. Citerad i Walter Korpi, "The Great Trough in Unemployement", Politics and Society, 2002.

Korpis Kalecki-Rehn-hypotes:
"We can now formulate what can be called the Kalecki-Rehn hypothesis: The high unemployment rates after 1973 partly reflect attempts by business and conservative interests to reshape relations of power and patterns of distribution prevailing during the full employment era into more favorable ones from their point of view. Instead of being the major problem, unemployment thus comes to be seen as a solution to other problems now considered more serious."
Walter Korpi, "The Great Trough in Unemployment: A Long-Term View of Unemployment, Inflation, Strikes, and the Profit/Wage Ratio", Politics and Society nr 3 2002, s 397

"In this article, I have approached the radical changes in the political economies in the Western countries during the past century with a focus on the role of distributive conflict as reflected in long-term changes in levels of unemployment, a focus that opens up newperspectives on these changes. In the analysis, I have contrasted an economic supply-and-demand framework keyed to market dysfunctioning with a power-sensitive approach focusing on long-term positive sum conflicts among differently endowed actors and interest groups. Often characterized by elegance in mathematical modeling, analyses in the neoclassical supply-and-demand mold have concentrated on the return of mass unemployment after 1973, viewing labor market distortions and rigidities hindering wages to adjust to market-clearing levels as central causes. Although in manyways valuable, these studies must be seen as partial.
Important limitations are that they have come to largely neglect the element of distributive conflict in the relationship between the parties on the labor market, give scant attention to the role of power differences in this relationship, approach the labor market as any other market, and do not consider the longer time perspective.”
(Korpi 2002, s 408f)

"A once-sheltered economy [Indien] is now increasingly open to foreign capital, which rained down on the country in 2007, only to evaporate last year. The rains are now returning: foreigners have invested $13.8 billion in India’s stockmarkets since April, having withdrawn $8.6 billion over the same period last year. The Sensex, India’s most widely watched stockmarket index, has surged by almost 100% since its March lows. On October 27th the Reserve Bank of India (RBI) held its key policy rate at 4.75%, even though it is anxious about rising inflation. It is wary of attracting even more money from foreign investors, who are looking for high returns in a world of meagre yields.

India’s discomfort (see article) is widely shared. Less than a year ago policymakers in emerging economies fretted about capital flight. Their currencies and reserves were falling as foreigners tried to raise cash by ditching whatever assets they could sell. Several governments queued up for emergency loans from the IMF or a currency swap with the Federal Reserve. Now they are worried about capital flowing in the opposite direction. On October 20th Brazil imposed a 2% tax on foreign purchases of equities and debt. Investors are now looking around to see who might follow suit.

Many emerging economies are reluctant to impose such controls. They fear such an infringement on economic freedoms will cast doubt on their commitment to market-friendly policies. Brazil seems almost apologetic about its taxes, which it insists are meant only to prevent excesses. India, by contrast, is less bashful about these things. It is proud of its “carefully calibrated” easing of capital restrictions over the past 18 years. It has no need to impose a tax on foreign investment in bonds, because such purchases are still banned beyond a fixed amount. Indian firms can raise money abroad, but the RBI sets limits on the amounts, rates and purposes of this borrowing. Foreign-direct investment (FDI) is welcomed enthusiastically, except in some industries, where it is spurned as an alien intrusion on the Indian way of life.

Having avoided the Asian financial crisis in the 1990s and escaped the worst effects of the most recent meltdown, India’s cautious liberalisers feel they have won the argument this time around. It is hard to disagree. It is a pity emerging economies cannot enjoy a shortcut to prosperity by importing capital reliably from abroad; it is a pity they must rely so heavily on their own savings to finance their urgent investment needs; it is a pity, in short, that the liberal case for the free movement of capital faltered. But falter it did. If the Asian financial crisis was not enough to give pause, eastern Europe’s present travails should. Yet there are better and worse ways to impose capital controls to avoid inflating bubbles or becoming overdependent on foreign lenders—and India’s are worse."

Alienation

The compensatory logic of liberalization

Pontusson kallar tesen där för "the compensatory logic of liberalization". (Dani Rodrik gör inflytelserikt samma poäng i sin Has Globalization Gone Too Far? från 1997.)

Paul Krugman, "Divided over trade", New York Times 14 maj 2007
"Fears that low-wage competition is driving down U.S. wages have a real basis in both theory and fact. When we import labor-intensive manufactured goods from the third world instead of making them here, the result is reduced demand for less-educated American workers, which leads in turn to lower wages for these workers. And no, cheap consumer goods at Wal-Mart aren’t adequate compensation.
So imports from the third world, although they make the United States as a whole richer, make tens of millions of Americans poorer. How much poorer? In the mid-1990s a number of economists, myself included, crunched the numbers and concluded that the depressing effects of imports on the wages of less-educated Americans were modest, not more than a few percent.
But that may have changed. We’re buying a lot more from third-world countries today than we did a dozen years ago, and the largest increases have come in imports from Mexico, where wages are only about 11 percent of the U.S. level, and China, where wages are only 3 percent of the U.S. level. Trade still isn’t the main source of rising economic inequality, but it’s a bigger factor than it was.
So there is a dark side to globalization. The question, however, is what to do about it.
/.../
if Democrats really want to help American workers, they’ll have to do it with a pro-labor policy that relies on better tools than trade policy. Universal health care, paid for by taxing the economy’s winners, would be a good place to start."
---
Dani Rodrik, "Krugman and the trade populists"
"The point that trade policy cannot substitute for an adequate social policy is perfectly sensible. So is the argument that the need for social policy becomes greater when globalization exerts downward pressure on wages and creates new risks and anxieties. As a large and venerable literature has shown, countries that trade more have larger social programs and more generous safety nets."
---
Krugman, "Winners and losers from trade"
"Many people think that Economics 101 says that trade is good for everyone. Alas, it isn't so. Way back in 1941 Paul Samuelson and Wolfgang Stolper pointed out that even the most conventional economic analysis suggests that some group within a country - and possibly a large group - actually loses from trade. It's even in Wikipedia."

---
Danny Leipziger & Michael Spence, "Globalisation's losers need support", Financial Times 14 maj 2007
"The modern globalisation debate deals with many important issues... None is more important, however, than who benefits and who loses, absolutely and relatively, in both advanced and developing countries.
Sustained high growth is expanding in the developing world ... and is made possible by the ... growing integration of the global economy. So there is a lot at stake. Income inequality often rises in the growth process, however, and domestic policy is needed to mitigate the negative impacts on those who lose.
In China, the bottom 10 per cent of the income distribution has seen its income rise by 42 per cent in the past 10 years. The middle has grown by 115 per cent and the top 10 per cent by 168 per cent. ... Everyone has benefited but not equally. Similar patterns can be seen in other rapidly growing countries such as India.
A slightly different but related income distribution phenomenon can be seen in the US. In the past 20 years, productivity and real incomes have risen in the US, but the middle of the distribution has gained less than the lower tail and especially the upper tail. The middle grew at 0.4 per cent annually while the upper end grew at 1.25 per cent; small numbers that add up to large changes over a decade or two.
In the case of the US and other advanced economies, not all of this is due to globalisation. There is a shift in the industrial mix ... enabled by the global economy. But there are other drivers. Tax policy is one. Information technology is another. Some aspects of IT are labour saving – a domestic phenomenon that has little to do with outsourcing..., but which hurts some wage earners. A more recent phenomenon is ... services, where labour can be supplied without geographic proximity...
In developing and advanced countries there are growing protectionist voices. They must be controlled because the cost of disengaging..., especially among the poorer countries of the world, is simply too high. It is far better policy to capture the benefits of global markets and to look for domestic policies that reduce the costs in these distributional dimensions...
If we are to continue to have a highly efficient, flexible and innovative economy, there will be creative destruction and churn. That kind of dynamism needs to be underpinned by two legs: programmes that help individuals make employment transitions, and solid safety nets and assured access to basic services such as education and healthcare.
This access must not vary with the ebb and flow of economic activity and personal circumstances. To have an open economy we may need a more protective one than we have had in the recent past. It is a trade-off. The art in policy-making is to design these protections with minimal adverse impacts on mobility and efficiency, the underpinning of the job-creation engine. ...
We need to accommodate a rapidly changing economic mix as a result of technology and global market forces and to balance that with policies that make the growth and distribution of the benefits inclusive."

J. Brad Delong, "Puzzles in the Economics and Politics of Trade", 2 juni 2008
"My gut feeling is that globalization, at the margin, decreases inequality between countries while slightly increasing inequality within countries.... A smart take on trade and globalization might well involve going forwards with the Doha round while at the same time doing a lot of work on reinforcing a social safety net which is currently failing a lot of blue-collar Americans."

---
David Wessel, ledare i Wall Street Journal 14 juni 2007, "The case for taxing globalization's winners", refereras av Mark Thoma:
"A new argument is emerging among the pro-globalization crowd in the U.S...: Tax the rich more heavily to thwart an economically crippling political backlash against trade prompted by workers who see themselves -- with some justification -- as losers from globalization.

The sharpest articulation of this view comes not from one of the Democratic presidential campaigns, but from economist Matthew Slaughter, who recently left President Bush's Council of Economic Advisers to return to Dartmouth's Tuck School of Business.

'Policy has become more protectionist because the public is becoming more protectionist,' Mr. Slaughter and ... Yale political scientist Kenneth Scheve, write in the new issue of Foreign Affairs magazine. 'And the public is becoming more protectionist because incomes are stagnating or falling.'
Globalization, the two academics argue with unswerving conviction, is good for the U.S. ... But the benefits ... have been distributed unevenly."

Socialdemokratisk idédebatt i bokform

(a) böcker

Tidig arbetslöshet i England

"We have the evidence of wage control legislation in the mid 14th century as proof that a significant number of people received wages for their labour by that time (Quigley, 1996).
/.../
Unemployment became endemic by the early 16th century as the rural labour force was rationalised by commercial methods of agricultural production, private and public armies were disbanded, and population growth resumed following the plagues and wars of the 14th Century (S&B Webb,1927:42-43). A growing army of landless peasants wandered from district to district begging for food and work (Leonard, 1965:15-17). As the feudal estates withered away, unemployed destitution became the alternate to waged employment instead of feudal servitude. Those without work begged or stole or starved (Leonard, 1965:225). While property owners could employ labourers for crusts of bread, the desperation of the poor also made them a social menace. Robbery was punishable by death, so victims were routinely killed to prevent their bearing witness to the crime. With violent attack an ever present consequence of refusing a plea for alms, confrontation by a beggar was fearful in itself. Even when violence was unlikely, with plagues a constant fear, the unsanitary and diseased condition of the poor terrified those forced into contact with them on a regular basis (Garratty, 1979:23)."
Victor Quirk, "Lessons from the English Poor Laws" (pdf), konferenspapper 2006, s 4

John Locke var engagerad i frågan, visar Quirk:
"[Locke] advocated the whipping of any poor person who ‘refused to work’ and the incarceration of beggars in contracted workhouses (beggars under 14 to be ‘soundly whipped’). Children aged 3 to 14 would be made to work for their food and shelter in factory-like ‘working schools’, and large landholders would be obliged to indenture those over the age of 14 as apprentices until they turned 23. Employers were to be obliged to employ the poor at a discount wage (Eden, 1966: 245; S&B Webb, 1927a:109-110)."

Men "alla"? Knappast."
